A Clarion Call to the esteemed community of Scholars

Assalamu Alaikum wa Rahmatullahi wa Barakatuh.
On behalf of Hezbut Tawheed, we extend our heartfelt greetings to everyone. At this critical juncture in the life of the nation, we are making a solemn and earnest appeal to you. Today, the entire humanity is burning in the raging flames of horrific unrest. There is not even a trace of peace anywhere. Particularly, the Muslim Ummah is facing the most heinous and brutal violations of human rights in history.
 
Today, nearly 25 percent of the world’s total population—around 2 billion Muslims—are divided among 57 states. Despite being so vast in number, when Palestine is erased from the map of the world, we are unable to take any effective action. Millions of Muslims in Myanmar remain displaced and refugees, deprived of even their most basic human rights. Elsewhere in the world as well, there is no end to the humiliation and suffering of the Muslim nation.


On the other hand, 54 years have passed since the independence of our beloved homeland, Bangladesh. Yet, repeated movements for demands, strikes, politics, corrupt politics, and cycles of attacks and counterattacks have crippled the nation through this destructive culture. At present, our country is burdened with approximately 21 trillion taka (2.1 million crore taka) in debt to foreign entities (Source: The Daily Star, 15 November 2025). In other words, the entire country is now trapped in a web of debt.
Since the fall of the previous government, political and social instability has continued to increase.
 
Due to political uncertainty, mob violence, movements and clashes, international pressure, and economic instability, ordinary people are living in fear. Having lost security in both life and livelihood, they are utterly directionless. Who will rescue them from this situation and restore peace?
 
Considering the country’s circumstances, the interim government has undertaken initiatives for state reform to overcome this crisis. Regarding reforms, we have clearly presented our position to the government. We state that the current state system is man-made. As long as this flawed system remains, corruption and money laundering will not stop, oppression within the judiciary will not end, and justice will not be established in the economy.
 
To attain peace and true liberation, the system of life given by Allah must be established. Taking into account the realities of the modern era, we have submitted to the government a comprehensive proposal outlining how Allah’s Deen—that is, the laws of the Qur’an—can be effectively implemented and established throughout the state.
 
The title of our proposal is “A Tawheed-Based Modern State System.” Alongside submitting it to the government, we have presented this framework to media professionals at press clubs in the capital and in almost all districts across Bangladesh. In addition, we are continuously presenting this issue to the public through both online and offline platforms.

The people of our country have, for a long time, become accustomed to following the laws and systems left behind during British colonial rule and those shaped by Judeo-Christian civilization. In the name of democracy and socialism, they are trapped in man-made ideologies, political formulas, and the confines of partisan politics. From their hearts and minds, the understanding has faded that once a person becomes a Muslim by embracing faith, the state and society must be governed solely by the laws and commands of Allah.
 
Regrettably, our various religious organizations have today become fragmented into different sects and groups, breaking apart. As a result, they are failing to devote their strength and capabilities toward the clear objective of establishing the Deen.
 
In this situation, we believe that much time has already been lost. We have suffered irreparable damage, and many young lives have been lost. Yet even more dire circumstances await us ahead.
 
Therefore, my earnest appeal to the respected scholars is this: you are well-versed in the knowledge of the Qur’an and Hadith, and you conduct research even into the most subtle and intricate matters of Shariah. You know that the fundamental foundation of Islam is Tawheed—La ilaha illallah—meaning that no law or authority is to be obeyed except that of Allah.
 
In the Holy Qur’an, in defining a true believer, after faith in Allah and His Messenger (S.A.W), Allah immediately mentions striving with one’s life and wealth (Surah Al-Hujurat, 49:15). This striving (jihad) refers to a comprehensive effort to establish the Deen. A study of the life of the Noble Messenger (S.A.W) shows that throughout his life, he carried out an uncompromising struggle against shirk, disbelief, and laws derived from other than Allah.
 
Today, it is extremely unfortunate that in our country there are millions of mosques, respected khatibs and imams, thousands of madrasa principals and teachers imparting the knowledge of the Deen, and countless speakers delivering the call of Islam through sermons and gatherings.
 
Yet, sadly, the state is run by laws made by the British, and justice is administered according to taghut-based systems. In our national and state life, we are unable to follow the laws of Allah; as a result, even the claim of our faith remains unfulfilled.
 
Through the Hezbut Tawheed movement, we are trying to convey this message: the current ineffective political and economic systems must be abandoned, and the system of life given by Allah must be established. With this objective, we have built a united movement as strong as steel. The five-point program of our movement is also derived directly from a Hadith of the Final Prophet (peace be upon him) and, in essence, is divinely ordained by Allah.
 
The Messenger of Allah (S.A.W) struggled throughout his entire life in accordance with this program, and before departing from this world, he entrusted the Ummah that he had personally built with the responsibility of continuing this struggle according to the same program. He said:
 
“Allah has commanded me with five matters, and I command you with those same five matters:
To unite on the basis of the Tawheed of Allah.
To listen to the leader’s command (discipline).
To obey the leader’s command (obedience).
To sever all ties with every form of shirk and disbelief (hijrah).
To strive with life and wealth to establish this Deen-ul-Haqq (true system of life) on earth (jihad).”
 
Whoever withdraws even a handspan from this bond of unity has surely removed the bond of Islam from his neck—unless he repents and returns. And whoever calls towards anything of the age of ignorance, even if he believes himself to be a Muslim, performs prayer, and observes fasting, will surely become fuel for Hellfire.

In light of this program, we are continuing our struggle relentlessly. We believe that this grave responsibility rests more heavily upon the Ulama than upon the general public, because ordinary people depend on scholars in matters of religion. Whenever an issue of Islam arises, they look toward the Ulama to see what they say. Therefore, the responsibility of the scholars is far greater.
 
You impart the knowledge of the Deen from the pulpits of mosques, in religious gatherings and sermons, and in madrasas. Hence, it is your duty to explain to the people that this failed and ineffective man-made system of life must be abandoned and replaced with the system given by Allah.
Just as the Messenger of Allah (S.A.W) united the nation, the people must likewise be united on the basis of Tawheed and brought into an uncompromising struggle—one in which there is no worldly interest, only the pleasure of Allah. Only then will Allah grant us His help.
 
Respected members of the scholarly community, for hundreds of years the Muslim society has been plagued by jurisprudential disputes between one sect and another. Over trivial and insignificant issues, people have been attacking one another verbally and issuing fatwas against each other.
 
As a result, instead of the unity desired by Allah, disunity has emerged; instead of brotherhood, hostility, jealousy, hatred, and mutual distrust have taken root. The collective strength of the Muslim community has been shattered, and attention has drifted away from the fundamental goal of establishing the Deen.
This very opportunity is being exploited in various ways by anti-Islamic forces. They are further provoking internal conflicts among Muslims and fanning the flames of division. Because of disagreements over trivial matters, not only have our valuable time, labor, and wealth been wasted, but even the very existence of the Muslim Ummah has come under threat.
 
Therefore, we believe that now is the most appropriate time to bring together the knowledge, effort, and resources of millions of Islam-loving, Deen-establishing scholars and direct them toward a clear and correct objective. The Hezbut Tawheed movement is working precisely toward this noble goal.
 
We have some special appeals to you:
 
Firstly, at the very least, speak a few words in favor of the true essence of Islam. Though it is unfortunate, it is true that a certain group among the scholars has deliberately carried out baseless and vile propaganda against Hezbut Tawheed. Statements we never made have been falsely attributed to us. In reality, we seek to establish Allah’s sovereignty—that is, Deen-ul-Haqq.
 
Therefore, we call upon you not to be influenced by anyone’s propaganda, but to read our publications with an unbiased mind. Gain a true understanding of us and learn what we actually wish to convey. Examine the statements of those who spread propaganda against Hezbut Tawheed and provide appropriate responses to them.
 
Secondly, encourage the people toward the absolute Tawheed of Allah. Explain to them that peace cannot be achieved through man-made laws in place of Allah’s laws and commands.
 
Thirdly, from the pulpits of mosques, in religious gatherings, madrasas, khanqahs—wherever you may be—and both online and offline, highlight the futility of the current failed system and build public opinion in favor of the system of life given by Allah.
 
Let us forget all differences and unite to establish Allah’s Deen on Allah’s earth. May Allah help us. Ameen.
